This was very well done, my dear. The effect of the light on top of their heads and bodies is very, very pretty, and the Pokemon were constructed with a lot of care it looks.
A criticism for you... the black around the Feebas' eye seems fairly flat in comparison to the rest of him. That's about it.
That's a good point about the black there, but I was just following official art. I have no idea if that's a sunken in "hole" or just a black marking/spot on the fish..

I think the coloring on this is great, like your past few pokemon pictures. Once again you've created a sense of depth with properly done shading. The light coming in through the water looks superb, too! ;o
If there's anything to crit, it's I think the Wartortle's torso? looks abit.. too big perhaps? I'm not exactly sure if it is but it looks like it might.But otherwise the picture is great.
Overall you did a great job, especially on the water effects. ;D

Since you asked for advanced critique, I guess I would like to see cleaner lines defining the pokemon. (excluding the ones in the distance, of course) They just look a bit shaky to me.
The lighting is great, but I think pushing the darks just a pinch more, like around Wartortle's neck and under the Feebas's belly would help.
I really cannot say for sure, but I almost wish the lit water at the top of the image wasn't there, but I really don't know unless there was a comparision image. I guess it's because the light refraction on the upper left corner is so odd. The refraction is just there... if that makes any sense? (probably not) If you wanted to keep the surface light at the top, I would extend it further back.
The water motion of the Wartortle diving into the water could be worked on as well, but by this point you're probably ready to kill me, so I'm gonna shut up.
